POPA employees currently have a variety of telework opportunities and must meet eligibility requirements to participate.

  • Patents Remote Access Agreement (PRAA) (remote access program, NOT telework)
    • provides a means of remote access to the USPTO IT systems for Patents employees represented by POPA who are not participating in a telework program.
    • supersedes the Patent Examiner Laptop Program (PELP).
  • Patents Telework Program (PTP) (partial telework program; covers patent examiners, patent reexamination specialists, and bargaining unit employees in the Office of PCT Legal Administration and the Office of Petitions)
    • for GS 9’s and 11’s with 1 year USPTO service, one day per pay period up to 10 hours.
    • for GS 12’s and above with 1 year USPTO service, one day per week up to 10 hours each day OR variably up to 32 hours within the pay period.
    • Since changes in 2018 to the telework law now require you to be telework ready, participants of PTP20 with the ERA fob will no longer be granted administrative leave due to weather.  See post for additional information.

  • Patents Hoteling Program (full time telework program; covers patent examiners).
    • Hoteling Guidelines (not an agreement) and Settlement Agreement.
    • Employees who maintain USPTO headquarters or a regional office as their official duty station as well as employees who live outside the 50 mile radius are required to report to USPTO headquarters twice a pay period unless on a 50 mile radius agreement or TEAPP.
    • Employees who live within a 50 mile radius of a USPTO office and who change their duty station to their alternate worksite are not subject to the regular reporting requirement.
  • TQAS Full-Time Telework Pilot Program: POPA TQAS now follow the Patents Hotelling Programing (PHP) above.

Time Zones and Automation Systems Maintenance Times

As a reminder to Patents employees please note the following information regarding local time zones and automation systems maintenance periods for Patents automated systems such as eDan, PE2E, EAST, etc.

The work schedules of all non-teleworkers and PTP examiners are in the time zone of their USPTO office. 

The work schedules of all PHP examiners are in the time zone of their approved alternate worksite.

All employees need to be aware that computer system maintenance times are all Eastern Time and as follows: 

  • Sunday 10:00 pm until Monday 5:30 am
  • Monday Midnight until Tuesday 5:30 am
  • Tuesday Midnight until Wednesday 5:30 am
  • Wednesday Midnight until Thursday 5:30 am
  • Thursday Midnight until Friday 5:30 am
  • Friday 10:00 pm until Saturday 9:00 am
  • Saturday 10:00 pm until Sunday 9:00 am


Computer system availability hours are NOT the same as work schedule, overtime, compensatory time and credit hour time bands.  Employees need to be aware that automated systems may not be available during computer maintenance time and they will need to adjust their work hours accordingly.

Also, the core hour each week for all Patent examiners/POPA bargaining unit employees is Thursday 1:00-2:00 pm Eastern Time.
